I get a lot of my set-ups from tie-ups. What do I do if a person just keeps avoiding the tie-ups? What set-ups are there from no tie-ups?

Keep circling to try to go for an outside single if they step heavily with you. If they back up from a tie-up repeatedly, you will force a stalling call eventually.

Well usually a couple people that I live wrestle with don't tie up. And they like to just blast double and avoid my tie-ups so its annoying. I can't just try to force a stalling call there. I'm not saying live wrestling in practice is what I'm worried about, I"m worried about if I face the same type of opponnent on the mat in a match. I already do know the outside single, but what set-ups and takedowns can I hit with no tie-ups?

When you say they're avoiding tying up, are they shrugging you off of one you tried to put on, or are they just constantly backing off and not letting you get contact?
Wrestling: Shoot first, ask questions later.
