The President has the priviledge to commute the sentence of anyone he so chooses. Betcha he commutes 125-150 sentences annually. Yes, Clinton did it too. The last biggy to get the pardon - Nixon by Pres Ford - pardoned before Watergate even went to trial.

Marc Rich was probably the most egregious.
FWIW, I think that Bush should not have pardoned Libby.
