    Cyclone is the given name for a hurricane that comes off the Indian Ocean. Why the difference ? I don't know, regional terminology I guess.

    There is no difference. A Hurricane is a Typhoon which is a Cyclone. The most correct terminology is dependent on geography, otherwise they are the same thing..... storms that spin, with an eye in the middle. They are dependent on warm water (over 80 degrees farenheit), and no wind shear, to develop.

    I follow those things closely. If there is a big hurricane threatening the U.S. I watch nothing but that until it plays out. FWIW, had Katrina hit New Orleans with the same force it hit Mississippi it would have killed 100,000 plus as well.

    How did this storm sneek up on them?

    Obviously, they saw it coming.

    Did they have no way of communicating or did they have no way a evacuating or moving to higher ground?

    No it is not obvious to see it coming. Andrew wrecked Southern Florida. We knew there was a nasty hurricane coming, but we didn't know exactly where it would land, nor did we know it would be a cat 5 when it hit. An example of how much we don't know...... Andrew wasted the National Hurricane Center. Which was the foremost huuricane center in the entire world. Compare and contrast that with a paranoid backward nation.

    Also, if you follow storms closely you can see them go from Cat 1 (75 miles per hour) to cat 4 (135 mph) within hours. And even then there is a varience of where the will hit (something that saved New Orleans for those 100,000 deaths).

    Another thing about these storms..... a hurricane in Central America killed thousands and ruined an economy. It didn't do this by storm surge, or wind, but by rain and landsides.

    Bottomline.... you are thinking "first world" in a third world situation. And except for a couple hundred of miles, the deaths in New Orleans would have been similar, and we are a first world nation.

    Another observation on weather..... it is impossible to predict accurately.

    An example; light a match in a perfectly set up room with identical conditions, blow on that match at the same angle, same pressure, same everything you can think of. Do it so the flame with not go out, and do it where it is tested in every way you can test it. You know what you get? Something that is WAY beyond out ability to math it out, find a trend, or even predict.

    Now take this same senario, and add it to a global perspective, with countless variables (remember even within a controlled experiment it is impossible to predict exactly), permutations, micro events, and then get back to me on how hard it is to get even simple weather right, much less hurricanes.
