In the present instance, "alleged" can just as likely mean "we cannot verify the story, but someone said...". Your scenario (no conviction) is premised on someone being charged with a crime. There is no evidence of a charge being filed in the Fox story. Oh, I take it back. He reportedly was arrested. There is no evidence of the girl being damaged.
Here's what Fox said: "The next thing he [the father of the girl] knew, Talis was allegedly punching Maureen,"
How can he both "know" and at the same time say someone "allegedly punched"? Doublespeak at its finest.

I fully agree it would be stupid to hit a girl in a wheelchair. But you really don't know this happened. I would suggest to you, based on this story, that
it (the punching of a girl with cerebral palsy in a wheelchair by a Bush heckler) likely did not happen at all.
