    I would be much happier if many that receive welfare were better educated and brought up properly to begin with.

    Palestinians get a lot of aid. I don't see them being too happy. Africa gets aid and many are dying. It is better to teach them how to fish than to give them fish.

    Another factor that does not seem to be quantified in the report is time. Tile invested by folks providing personal assistance in third a world countries. I'm sure organizations like the Peace Corp can quantify the value of time invested by their participants. But there are many others, Doctors Without Boarders, Engineers Without Boarders, even undergrads that spend a week, two weeks or more of time working in schools, etc. at their own expense and without gaining any academic credit.
