    Default Read the bill proposition

There is a conservative manifesto circulating and one of the propositions on it is the "read the bill" initiative. This would mandate that all bills are available to the public for at least three days prior to any vote. I would assume that it would meant that the bill would need to be viewed for three days if any changes are made to the bill. Sounds good to me, the public can read it and who knows maybe the congress would read it.

With the internet, this seems like it would be possible. Of course, when you consider that most bills are written, it would seem, with obfustication as a primary goal, I am not sure that it would do any good.

If this is the case I think it would just end up being a tool to keep any controversial bill from being voted on.

I'd like to see how excited the Republicans are for this once they're back in power, it seems like the minority party is always bitching about some procedural issue but once they come back into power and are trying to push legislation they don't have a problem with it.
