    Sully, I appologize for not picking up on this earlier. In your first statement, you said that it didn't specify what "citizens" they were talking about. And, for your sake, let's run with that.

    If everyone is a citizen, as you seemed to imply, what did they mean by "non-citizens". If, as you say, there is no distinction as who is a citizen in the US constitution, then who do they mean in the statement you provided?

    I see what you are saying, but I have to give Clinton a pass. There was no prior reason to expect it. I may be saying this wrong, but I think it was a suprise and there was no reason to look at such purchases. We now know better, but back then? It would be (and should be) avoidable now, but back then I don't think so.

    I just think they didn't grasp the threat from inside our country by Americans. They should have realized that Waco infuriated many, many of our fellow citizens.

    I need to do some work now.

    I get what you're saying. But, since the history of Americans (until that point) proved not to be insane terrorists, they got caught of guard. In hindsight, maybe they should have been aware, but hindsight is always 20/20. There is no excuse now, though.

    You make a good point and we probably should have known something but up to that point i don't think anyone could have imagined something like that happening.

    I agree with Quinn i dont think Clinton could have seen this one happen. i don't believe it was his fault or really anyones at that time. If it happened today then it would be different.

    Huh? where did I say it didn't specify what citizens they were talking about.
    I've been operating under the assumption that when the consitution refers to citizens it means citizens of the US.

    I have not said, nor do I believe (and I don't think I implied) that everyone is a citizen. What I have said is that the rights guaranteed in the consitution apply to everyone the US governs except in cases where it is specifically stated that the right only applies to citizens (for example, the 14th ammendment states that you must be a citizen to vote, therefor only citizens have the right to vote. The 3rd ammendment states that nobody can be forced to quarter soldiers in peacetime, it does not say that only citizens don't have to quarter soldiers, therefor the right to not have to quarter soldiers applies to everyone, citizen or not).

    I don't know how to break down previous statements without putting in the entire statement. So this might be primitive, but I got it covered. Look back to make sure, but I'm just copying and pasting.
