A facist country cannot be created without the majority of the population on the same terms as their leader. With communism it's possible to maintain fear by a bad leader, but not facism.

In other words fascism is more like capitalism than communism.

In communism, you can't force people to kick all other ethnic groups out. There are no nationalities in communism. In facism, no one forced the german citizens to loot and harrass non germans. Facism is a state where one ethnic group feels superior to all other gorups. Without the backing of the population, Hitler wouldn't have been able to take power and maintain it.
