    Another random thing to think about here: I was stunned by how many, and how varied, the out-of-state plates were when I lived in VA. DC is a transient town - with every new election, a whole new crop of people move into Arlington, Alexandria, Falls Church, etc. With the Navy base in Norfolk, there is another large group of "residents" who will keep their driver's licenses in other states. By making the high fines only for residents, how often will these rules be enforced?

    They'll just add on fines for failing to register the vehicle and properly license yourself. If they are going to whack you $1500 for speeding well then they won't hold back on those infractions of detail.
