#1 looks like a zombie dog, and should thus be the basis for any dog in any zombie movie from this point hence.
#2 reminds me of an old, fat biker with no shirt at an outdoor concert. I don't know why, though.
#3 reminds me of Ren from Ren and Stimpy, but as far as ugly, he's not in the same leagues as the other two.
I guess my vote goes to number 1.

Number one dog I listed was Sam. He won that contest for a number of years straight. He is ugly in any number of pictures I have seen, at any camera angle. Deceased now (age 15 or 16 I think) I wouldn't be surprised if they name the award after him.
One thing for sure with Sam, that is the very last thing in the world I would want to see if I woke up from a nightmare. Can you imagine!!
