Help me out here. I thought stem cell research and development was outlawed years ago. Obviously not, but why did I think that?

Stem Cell research was never outlawed.
The Federal Government restricted developing new stem cell lines for research. The way I remember it, researchers could use stem cells that were existing, but you could not create new ones if your funding came from the Federal government.
I am not sure if those rules have been lifted.

IF you had private funding you can do whatever you want with stem cells.

    Q,
Peyton Manning, according to the Indianapolis Star , flew to Europe to undergo stem cell therapy after his last neck surgery .I am unsure of the level stem cell research has curtailed but would not be surprised to find many private companies are still pushing the envelope .

Okay, so does that mean that if someone has a child that they can get and store stem cells from the umbilical cord at birth? Seems like a smart thing to do and a great opportunity for a private company to market the idea.

I'm pretty sure that is being done now . Remember when scientists cloned DOLLY ? that entire process was deemed illegal and unethical at the time , yet it did not slow anyone down .Remember , whatever technology the public has the military is 20 years ahead . And NO ONE knows how far ahead some privately funded Dr. is ahead in their respective fields .

That is correct for embryonic stem cells. There was never a ban on funding for adult stem cells. Obama has since repealed the ban on ESCs, but it has gotten hung up in the courts and is not clear what final verdict will be (unless something has happened in the last month or two that I have missed.)

There is quite a difference between human and animal ESC generation. The Bush ban was specific to human ESC usage. Mouse, rat, etc has continued without bans on funding.
