here's a diagnosis
The fish was stuck (not really stuck I guess) in a subsea blowout preventer stack for a deepwater drilling rig. The "robot" was actually a remote operated vehicle, or ROV, that they drop over the side of the rig to inspect the blowout preventer and marine riser. I spent about a year working on a similar rig, and they often see some pretty interesting things with the ROV. That guy had some pretty good skills to be able to grab the fish by the tail like that.
