Actually, it was neither Dylan, nor Rubin. The original quote was from 1965, from Jack Weinstein a free speech activist out of UC Berkeley in a news interview.
"We have a saying in the movement that we don’t trust anybody over 30."
Funny thing is, he never believed the statement to be accurate, it was to stir the pot so to speak.
Many into "the movement" regurgitated it in various forms.

Also, FWIW, "We have met the enemy and he is us." was not from the comic strip, but was first stated on Pogo poster for Earth Day in 1970. It was restated in the comic strip a bit later. (answer remains correct, it was from Pogo.)
