I might be wrong, but I think rape involves penetration. Ugly, your stats show that a lot of violent criminals (sexual or not) re-offend. Clearly the prison system isnt' working as it should. However, they do not show that NO sexual criminal can ever be helped. I do think that when sentencing sexual criminals, the government should put the protection of society above all else. I would have no problem with incarcerating a sex criminal indefinitely, until trained and experienced experts in the field are convinced that he can live "outside" without being a danger to others. Pretty simple solution to the whole thing is, if you do the time for a sex crime, get released, THEN DO IT AGAIN, you have proven that you either cannot be rehabilitated or cannot control your urges. In these cases, I think the offenders should get put down. John Douglas, the former head of the FBI serial crime unit, pushed for rehabilitation of serial sex offenders at the beginning of his career. He changed his mind toward the end of his run and decided that serial sex criminals cannot be rehabilitated, and at a minimum, almost all who commit sex crimes (even those who commit one) will have a great deal of trouble suppressing the urge to do it again. |
