Yea, but he missed an opportunity he will not see again for a long long time. Just like the pool, that track is juiced for fast times. He won't be back here for quite some time.
To his defense, the guy is a novice sprinter. Once he get his technique in order and learns how to start, this guy will go under 9.6 and the record may last 25 years or at l;east until they allow rockets on your track shoes.
