as for Silva speaking english, Im sure he does speak english but prefers not to, alot of foreigners do that, they just use that to get out of talking to people or answering questions.
I have the same feelings about Dana telling us a rematch of the Hamill - Bisping fight was a "no brainer" and then letting Bisping tell us he didn't want the rematch (because in his mind, he dominated Matt so badly).
Silva must have a weird contract situation. He came in against Leben in a fight that was hyped up as something Leben probably win and it was on TUF. He hasn't lost since and he was the champ under his original contract, meaning that contract would have renewed itself automatically leaving those terms largely up to the UFC.

you would think the UFC has him, but it appears that Silvas got DW instead, i mean shouldnt he still be earning 10k a fight???

He got $200g against Forrest, but the negotiation process is weakened when your contract renews on unspecified terms. The UFC has to give him enough from retiring, but if you retire, you can't fight anywhere else - an undefeated fighter like Silva would have been locked in until he loses the title and finishes his last fight in the contract without it.
