Everyone winning a trophy is a part of FILA intentions to appease housewives who are not interested in watching people from far away evil lands win everything. Now, if USA dominated, most likely the rules would not be changed as much.
FILA doesn't have much pull with IOC because IOC can drop FILA like a bad habit. IOC gets its money from the media which is catering to housewives.

Your US dominating does not hold water. Softball was dropped and the US was the by far the dominant team, one of the reasons (I don't if this was stated or assuemd) was because the US was so much better than everyone else.
