I'm sure this has been discussed a few times and I missed it. If I'm being redundant please let me know.

In a few of the brackets I looked at for the qualifier, It seems that the top half is rather sparse with a lot of byes and so on. The bottom half of most of the brackets seemed to be stacked.

Now, Some have speculated that Fila is trying to either A) give less powerhouse nations a chance to qualify or B) there is some sort of big Russian conspiracy or something like that.

Anyone know what the real reasoon these brackets look like this?
