To win the clinch all you need to do is break the man down to his hip or get a supporting point down. You don't need a clear takedown. They just want to declare a winner and end the period as quickly as possible. In this case Russia tried to throw and in the process was put to his hip = 1 point for Ukraine.
Many times if the offensive man (winner of the toss) is driving and the defensive man attempts a throw and is successful they will still award it to the offensive man.
