I don't think that is very sensible. What if Karelin beat Rulon then retired? Should the new Russian heavyweight be seeded #1 because Karelin was so good?

Guys theres a very good reason for them not seeding weights, every year the people on the forums (myself included) throw a hissy fit because wrestler A) ended up seeded behind wrestler B) and wrestler C) got a bad draw.

Now imagine that same process except with entire countries instead of a handful of wrestling nerds and you'll get the picture.

I do think they should at least TRY to make it so that you dont have for example returning world champs meeting in the first round, but I dont have a practical suggestion for implementing such a system.
