Some programs do require kids (parents) to come up with money when traveling to events like The Clash so with rising costs it could certainly curtail their ability to travel. Public school programs here (at least in our District) are required to fund their own travel through fund raising throughout the year and fuel costs are going to impact their budget.

I only see this affecting small school with small programs. The bigger schools will find ways to get the money. If they're really passionate about a certain tournament, they'll be able to fundraise enough money.

I hadn't heard that. Anyway, yea, I'm sure it's going to be felt. I'm sure it's BEING felt right now, but I don't think it's going to cause a substantial number of programs to be cut or anything like that.
