Is this headlock legal in high school wrestling? arm figure four
I have looked at the rule book and this headlock looks legal to me as long as the arm is encircled.

I think as long as theirs no pressure on the neck/throat area it'd seem like it should be legal.

As I understand the rules, this is legal. The real question is whether the referee will allow you two wrestle in this position for more than a few seconds. If the right forearm in this picture is not across the head or face of the opponent then it is across the neck. If there is any contact with the neck for more than a couple seconds many high school referees will call potentially dangerous and re-set.

Thanks, I got interpretation from CIF and it is legal. This is what the interpreter for california said, "As long as the arm is encircled and it is not choking the athlete it is legal."
