Yes, he beat him at the Ukrainian nationals this summer. I wrote about that on the first page.

Feb 16, today (final dual in the German league) Toguzov lost for the first time in this season.
He got beaten by Radoslav Velikov 1:0, 3:0, 1:0 (unlike fila rules, to win a match in Germany one has to win not 2, but 3 periods).
The reamtch will be in a week.

Before week finished the veteran world championship!He must wrestle there and i am sure he would be world champion-something he could not win as active wrestler!
