Depends on who your wrestling, if they expect it, and if you do it right...

Shouldn't matter, its a finesse move, not a muscle move.

Not waiting for your opponent to pressure back into you.
4. Is it as useful as it appears?(I.E Videos show it pretty much winning the match)
Sure, if it's done right. But if the guy fakes pressure back in knowing its coming he will pin you instead.
5. Any ways to practice it without a sparring partner?
Sure. You practice the same back step and hip rotation but without a team mate there.
