Click into the person's profile that you want to ignore. Underneath their name, and their user title there is a black navigation bar. Go to "User Lists" on that bar, it'll drop down and it should be self explanatory after that.

Here's the ignore button I use. 
Works just fine and there is public element attached to it.

Glad this made it back to the top. I need to use it on one of our busier newer posters. 
I am 49, bald, ugly, and don't own a single cool thing. Kids like me though.
