I am going to go with whichever state redbull got his birth certificate from. Any state that would allow him to stay there obviously can't be counted on to sustain good highschool wrestling programs.

I read the sport isn't even sanctioned in Arkansas and Mississippi so they don't have any HS teams. Arkansas is about have teams though

I'd say Wyoming because nobody lives in Wyoming, so there's nobody to wrestle, so there's no programs... ok that's a bad joke. Sorry to all my Wyomingite friends. I hope one day you can forgive me...
