Mamiashvili says they decide simply according to their experience about what works to get the best results. It can be possible sometimes that they turn out to be wrong but they hope they make the right decisions.

It seems his main implication is that some top wrestlers might not show the best results if they are burdened too much with domestic competition. They should be challenged at home only if they are either losing at international tourneys or some new wrestlers clearly deserve a chance to challenge them.
