How come Italy did not boycott 1980 Olympics?

I thought Italy was in with the West. Must have been a big blow for the West to see Italy compete in Moscow. Claudio Pollio won his only (and Italy's only one?) Gold medal in freestyle.

I think Pollio was Italy's only Gold medalist in Freestyle, though in Greco they had a 2X Gold & 1X Silver medalist in Vincenzo Maenza. Same weight too.

England and France also did not boycott the 1980 Olympics. Their Olympic committees sent teams even though their Governments supported the boycott. The politicians were not able to force the boycott onto the Olympic committees.
There also were several countries that went and perform a "semi-boycott" by marching under the Olympic flag instead their national flag.

Also, Romania was another Soviet bloc country that attended the 1984 games.
