Azad means free, Azad Kashmir claims to be independent, Pakistan claims its their part.

There are pakistani militants overthere but the taxes, budgets, and whole system is controlled by people from Jammu and Kashmir, so its not pakistani.
People in that region are just squared to claim it because of muslim militancy.
