You forgot one. Infuse some sanity into title ix interpretation. Without that there isn't too much hope.

You know, Terp, I know you're right. Last week I pointed out some schools where Title IX is not an issue, but the total number of those schools is probably 20 -25. I think that the onus is on us to start up what we can and then worry about T-IX in the courts. What you and your associates have done at Maryland is what many of us should be trying to do at programs all over the country. Keep fighting the good fight. I wish that there were more like you.

Is it really up to the courts ?? Once the Supreme Court ruling was handed down I thought that was that .
Anyway , I'd start by hitting up corparate America for some cash free write off money , get a rabid following -hire one coach and 3 grad asst.'s -I'd hire Mark Perry or Joe Dubuque for 75% of what they are worth and then the easy part is getting the kids - get all the guys who everyone wants to offer money to but can't -settle for a 4 star over a 5 star kid and give him a 50% ride -buy used athletic equipment ,free weights , etc . and train old style -i.e.-at IU we had to run carrying someone from our weight class on our shoulders around the track .
Va. Tech is doing a hell of a job-a good model .
BUT , UNTIL a TV contract is signed the revenue will not be there .Kinda makes me wish Teddy Roosevelt was in office -when they -the public-tried to outlaw college football-Teddy came to the rescue .

We've been our own worst enemies in the courts. In the late eighties to early nineties we had a lot of "I'll take 'em to court" cases that were not well prepared. What this did was create precedents in case law that have been used against us. More than one judge has said that they understood what title ix was supposed to do, but absent clear guidance from the Dept of Education's OCR and based on prior court cases, they found against men's sports. The CSC was, and probably is still trying, to get a judgement that finds for our position and can then be used to stop the use of gender quotas.

Title ix cases rarely find their way into the courts. More often is is activist groups like the WSF or NWLC who file complaints against a school. The school are then investigated by the OCR, consent decrees entered into, and often men's sports are eliminated to comply with the consent decree. We had to undergo that at Maryland just less than 20 years ago but resisted the pattern of addition by subtraction, thanks to Debbie Yow's refusal to follow that path.

But I agree that schools like Georgia Tech, that have a significantly larger percentage of males, would be good Div I target schools. As you've pointed out, many smaller schools can be attracted to add wrestling as a way to increase tuition paying enrollments.

I like the way you think. Add to this the promotional stuff GG is talking about and you've got a plan.
If folks can watch bowling, tennis, nascar, and bass tourneys, they'll pay to watch amateur wrestling if the broadcasts are good. Its all about giving them a story and a personal stake in the outcome.
