Default New qualifier process

Jason, or any other learned person:

I pretty much understand the new procedure, except for one aspect.

Okay, I got it that the champs go, that before the conference tourneys each weight class in a conference will be allotted X number of qualifers based on the performance of those wrestlers, and then there will the at-large selections.

What I don't understand is; will there be a limit on the number allotted to the conference tournaments to set aside a number for the at-large? In other words, 110 will be determined by conference champs. Will there then be say 160 distributed among the conference meets which, in my example, provides 60 at-large selections?
