at any rate, this is somewhat surprising. I agree with Jensen -- I figured they might give Cyler a release but not the others.

Ms.Dusty is correct, he has 4 years under his belt. However, if Varner has completed his degree, he can leave and enroll at PSU, without a waiver the same way Scott Moore walked from PSU and enrolled at Virginia.
Most unfortuate if he does leave. No question it kills ISU's chance the team title next year and would open the door for many others to ask for a release.

ISU can't be selective in who they allow to go and can't, it's wither all or none otherwise they're facing a legal fees which I'm sure they prefer to avoid.

He certainly did.
He was a part of that 05 class with Schlatter, Nickerson, and Metcalf.

Is it possible that Iowa State will offer releases to schools other than Penn St?

The AD can place restrictions of any kind on a partial release, speciifc school, conference, region, or not offer a release at all. This will be interesting because we are entering the period where coaches re-up there scholarship offers and if a bunch of schollies ask for a release, then those that remain stand to gain schlarship shares.
It is quite possible Sanderson was confronted with a reduction in schlarship budget. Non-resident scholarships cost more to the department than in state. If Pollard cuts the total financial value to be offered at 9.9, ISU will be forced to find more in-state athletes at in-resident rates versus out of state schollies and steers the coach into direct competition with Iowa for the talent. It handcuffs the coach's ability to talk to and attract out of state talent.
