You'll have to explain "too many liabilities".
Life's not the breaths you take, the breathing in and out that gets you through the day ain't what it's all about. It's the moments that take your breath away.

The lady never really elaborated . But from what she was telling me it sounded like she was saying that they didn't want to deal with people getting hurt and such .

That's an easy out for her. At most schools it is a student committee that metes out financial aid to clubs from the student activity coffers. Generally, you'll need more interest than yourself to make any headway. Try to enlist 15-20 others including some females that want to participate before you approach her again. There is a process for applying for recognition. You should be able to find it on the webpage for student organizations. Put together all of the materials that are required. Keep in mind you'll have to find a practice venue, most likely in an athletics department building. Then add to it the willingness to require all members to sign and Acknowledgement of Risk /Waiver of Liability and assure all members will be required to have personal medical insurance. Last, find an advisor that has solid wrestling experience, preferably a faculty member from campus.

You'll disarm her and she'll have to give the application strong consideration.
