I'm not sure where you have been getting your information, but most CNS stimulants, and specifically amphetamines, certainly enhance athletic performance. This comes not only from scientific study but logically follows from the short term effects. The same applies for cocaine, although this is typically directly prior to matches because of the very short duration.

In college, more guys use PED's than you would think for two reasons: 1 - They never, ever get tested unless its the NCAA finals and you win, and they already know they will be tested so they wont get caught. 2 - With 1 hour weigh ins, cutting weight to equalize genetics cannot be done, so it is much safer and more effective to use PED's to gain size than cutting weight.

In America at the Olympic level, hardly anyone uses PED's for one main reason: You get random tested by an outside agency (USADA.) When I say random, I really mean random. You have to give your whereabouts 24 hours a day, 365 days a year. On top of that, you have to designate 1 hour a day where you will be static in one place so they can find you. Less than 5 countries around the world are this strict, so in America at this level, it is virtually impossible to dope unless you are not an Olympic Resident athlete or in the top 3.
