At one point the committee was seriously considering holding some slots until after the conference tourneys -- what is commondly referred to as the Henning clause (Craig Henning). However, there was a fear that holding slots until after conference tourneys diminished the importance of the conference tourneys. Some guy who is a little banged up, ranked top 3 in the nation at his weight class, may just bag it at his conference tournament, knowing he'll get one of the national wildcard slots anyway.
So, now, all 220 slots will be allocated to the conferences by weight. And, not positive, but I believe the conferences must allocate the slots based on conference tournament placing. So the chance a Craig Henning does not get to go to NCAAs still exists.
