As I understand it, the NCAA will allocate all 220 slots (in addition to the 110 champs) before conference tourneys next year. They will allocate them by weight to each conference to guarantee exactly 33 wrestlers per weight class. So the Big 10 may get 9 wrestlers at 125, but only 5 wrestlers at 184, for example. I also believe the conferences will be forced to award the slots according to placement at conference tourney (ie. no wildcards).

The executive committee/cabinet did not approve the additional qualifiers up to 360.

Furthermore, there had been some discussion of not allocating all 220 slots before conference tourneys -- holding back some slots (ie. the Henning clause). However, last I heard the NCAA wanted to ensure the conference championships remain qualifying tourneys, so they did not approve any allocations to be awarded after conference tourneys.
