I suppose it depends on what you consider "fair" to be. There is benefit to having a graduated system but I am disturbed by the politically popular talk of always suggesting the rich pay more taxes and I would be ecstatic if a system were put in place that would eliminate the IRS as we now know it in favor of a simplified tax code and a very small IRS.
